Believed people had rights that should be protected by the government.

B. Yes. With a ruler and a highly ruled government people tend to have less freedom. When there is no ruler or a limited government people tend to have more freedom.

Obama- Dictator or not?

No, I don't think Obama is going to become a dictator because he has made the US' economy better in terms of unemployment, he doesn't try to control the media, and he doesn't use schools to spread ideas. Obama doesn't try to take away our freedom or our freedom of speech. He didn't develop a scapegoat and he does not use propaganda. He doesn't have the qualities of a dictator.
